Could an ArtPrize Revitalize Your Community?

The 4th annual ArtPrize show and competition in Grand Rapids began this week. The non-traditional juried competition allows visitors to look at art installations around town for free and vote on their favorite pieces. Hundreds of thousands of dollars are awarded to the top vote-getters. The event runs for a few weeks in the fall, has become wildly successful in west Michigan, and is nationally and internationally recognized.

Is ArtPrize replicable in other cities (such as Detroit) as a revitalization tool. If so, what does it take, what expectations should a city have, and is there room for more than one show like this?
