Pugh, Council Will Try To Change Snyder's Mind on EFM

The Detroit City Council will have to appeal Governor Rick Snyder’s declaration of a financial emergency without Mayor Dave Bing. He says the governor’s going to appoint an emergency financial manager, and, while the mayor opposes an EFM, he says it’s a fight the city can’t win.
