As Detroit begins to grapple with the realities of filing for Chapter Nine bankruptcy protection, a report finds the city may be losing revenue it is owed because it has problems collecting taxes. A recent analysis by the Detroit News reveals that in 2011 only about half of the property taxes due to the city were paid in full.
