Detroit Council Operates In Shadow Of Emergency Manager

This month marks an unprecedented time in the history of the Detroit City Council. A state-appointed emergency manager says Council can still hold meetings. But a recent lawsuit argues the City Council should NOT hold meetings because it no longer has the authority to make legislative decisions under the emergency manager law. WDET’s Quinn Klinefelter talked about the situation with Council Member and former Detroit Mayor Ken Cockrel Jr., who says the real official in charge of the city now is Governor Rick Snyder.
