DWSD Spin-off: A Steady Revenue Stream, or Water Down The Drain?

Suburban leaders are divided on a plan to spin off the Detroit Water and Sewerage Department to a new independent authority that would lease its infrastructure from the city. Emergency Manager Kevyn Orr proposed the transfer as a way to generate new revenue for Detroit--maybe up to $70 million a year. Wayne County Executive Robert Ficano has tentatively endorsed the plan.
